The offer reportedly is Chelsea’s exciting young midfield talent Andry Santos, who is already linked to Arsenal.

Sports said Premier League clubs have been sought out Brazil’s midfielder, suggesting he could move for around 60 million euros.
Chelsea may want to use Santos on their first team next season, but they may try to make a big profit at the age of 21.

Santos looks like he could be an ideal fit for adding something different to this Arsenal midfield, but Chelsea certainly won’t sell to his major rivals.
Ex-Blue Emmanuel Petit also revealed how much he appreciates Santos and how much he thinks he will have at Stamford Bridge next season.
“Andrei Santos has had a great season in Strasbourg,” Petit told Hochpokart, as Metro quotes.
“Santos is a young player who has made a lot of improvements since last season and can do whatever he wants to do on the pitch.
“He can play in the central midfielder, holding midfielder or elsewhere. He can do everything. He is a very talented player who can score and support, and has a bright future ahead of him.
“I think he’ll be the answer for Chelsea in the middle along with Moises Caiceceo and Enzo Fernandez. I think he’s a missing link.”

The sports report also suggests Bayern Munich is truly keen on Santos, but also mentions past interests from Barcelona.
You may also see these big European names coming for South American youth, as he has become apparently available.
However, Chelsea need to be careful about sales. They regretted it when people like Kevin De Bruin and Mohamed Sarah became young people before they really gave them the chance to play football for their first team.
