According to the Daily Mail, Leeds came out of the race this summer to sign Phillips.
There are multiple reasons behind this decision from the newly promoted club.
First, Phillips has faced fitness issues in the recent past, and the club has become skeptical of it. Secondly, his wage demands will be difficult to match Leeds.

But there’s another reason. Leeds has already signed Anton Stach and Sean Longstaff in midfield positions and is confident in the business they have done.
They feel they don’t need Phillips anymore, as Stach and Longstaff can do the exact same job.
Fans would have wanted to see Phillips play for the team again, but the club decided that it wasn’t the best decision for the team.
The British midfielder, currently struggling to revive his career, was once the heartbeat of the Leeds United team.
